Why are lockdown procedures necessary?

The unfortunate reality is that schools once considered sanctuaries, are increasingly vulnerable to attacks involving firearms, weapons, or acts of terrorism. While prevention strategies like staff vigilance, surveillance systems, and security measures are essential, they cannot guarantee complete safety. Therefore, having a well-defined lockdown procedure is crucial. It empowers us to act swiftly and decisively, minimising risk and potentially saving lives by securing the building and isolating individuals from danger.

A school lockdown aims to achieve several key objectives: removing students and staff from the threat, containing the threat to a limited area, accurately accounting for everyone present, and facilitating a safe evacuation when necessary.

Lockdown procedures are broadly categorised into two types: "Lockdown with Warning" (threat outside the building) and "Lockdown with Intruder" (threat inside the building). Each requires distinct actions.

Lockdown with Warning (Threat Outside):

  • A designated staff member announces "Lockdown with Warning." Ensure outdoor classes (e.g., P.E.) can hear the announcement, potentially requiring an alternative safe location.
  • Lock all exterior doors.
  • Those in unsecured areas (hallways, bathrooms) should move to secure classrooms.
  • Secure and cover classroom windows.
  • Move everyone away from windows.
  • Teachers take a register, noting any missing or extra students.
  • The designated staff member announces "All Clear" when the threat is resolved.

Lockdown with Intruder (Threat Inside):

  • A designated staff member announces "Lockdown with Intruder."
  • Everyone moves to the nearest secure room immediately. Outdoor classes should     proceed to their designated safe space, not return to the building.
  • Lock all classroom doors. Do not lock exterior doors.
  • Move everyone away from windows and doors, and sit on the floor.
  • Turn off lights.
  • Teachers take a register, noting any missing or extra students.
  • Do not respond to anyone at the door until it is safe.
  • Remain out of sight.
  • Move students quietly if evacuation is necessary.
  • The designated staff member announces "All Clear" when the threat is neutralised.

Adapting to Different Circumstances

Lockdown procedures must also address specific situations:

  • Before School: Staff direct students from hallways to classrooms, check hallways and grounds and notify parents at drop-off zones. Teachers take a register. After "All Clear," students proceed to their first class for accurate attendance.
  • Between Lessons: Staff direct students from hallways to classrooms, check hallways and grounds, and teachers take a register. After "All Clear," students proceed to their next class for accurate attendance.
  • After-School Activities: Activity leaders take attendance. Staff check hallways and other building areas.
